Comments to NIST on Developing AI Standards and International Engagement

The Center has submitted comments to the National Institute of Standards and Technology (NIST) to assist the agency in carrying out its responsibilities under sections 4.1, 4.5, and 11 of AI executive order.

In this submission, we make three main points:

  1. NIST should work with other federal agencies to craft well-defined policy objectives for safety and trust in their domains to guide NIST’s technical AI standards;
  2. NIST should consider pre-generation attack vectors when exploring techniques to reduce the potential risks from AI-enabled synthetic content;
  3. NIST should advocate for enhanced U.S. representation at international standards fora and coordinate better with the nation’s global network of standards attachés to advance responsible global technical standards for AI.

Hodan Omaar is a senior policy manager at the Center for Data Innovation focusing on AI policy. Previously, she worked as a senior consultant on technology and risk management in London and as a crypto-economist in Berlin. She has an MA in Economics and Mathematics from the University of Edinburgh.

Aswin Prabhakar
Aswin Prabhakar

Aswin Prabhakar is a Policy Analyst at the Center for Data Innovation. He was previously a James Buchanan Fellow at George Mason University, where he earned a Master's degree in Economics. Aswin also holds an Integrated Master's degree in Development Studies from the Indian Institute of Technology Madras. Aswin's research primarily focuses on the policy implications of emerging technologies, with a particular emphasis on open-source AI models. He closely examines the policy issues surrounding open-source AI and also extensively analyzes competition policy issues in the e-commerce sector.

Nigel Cory
Nigel Cory

Nigel Cory is an associate director covering trade policy at the Information Technology and Innovation Foundation. He focuses on cross-border data flows, data governance, intellectual property, and how they each relate to digital trade and the broader digital economy. Cory has provided in-person testimony and written submissions and has published reports and op-eds relating to these issues in the United States, the European Union, Australia, China, India, and New Zealand, among other countries and regions, and he has completed research projects for international bodies such as the Asia Pacific Economic Cooperation and the World Trade Organization. Nigel is a member of the United Kingdom’s International Data Transfer Expert Council. Cory previously worked as a researcher in the Southeast Asia Program at the Center for Strategic and International Studies. Prior to that, he worked for eight years in Australia’s Department of Foreign Affairs and Trade, which included positions working on G20 global economic and trade issues and the Doha Development Round. Cory also had diplomatic postings in Malaysia, where he worked on bilateral and regional trade, economic, and security issues, and in Afghanistan, where he was the deputy director of a joint U.S.-Australia provincial reconstruction team. Cory holds a master’s degree in public policy from Georgetown University and a bachelor’s degree in international business and commerce from Griffith University in Brisbane, Australia.
